Net Metering Regulations
On 14 May 2002 the Thai government approved regulations on power purchase from Very Small Renewable Energy Power Producers (VSPPs). The regulations were upgraded on 7 December, 2006. VSPP generators can use either renewable energy fuels or fossil fuels. If fossil-fuel fired, the VSPP must be a Combined Heat and Power (CHP) generator in which waste-heat utilization leads to an overall primary energy savings (PES) of greater than 10%. VSPP generators can sell up to 10 MW of electrical power to Thailand's distribution utilities PEA and MEA. Renewable energy fuels receive subsidy adder of 0.3 to 8 baht per kWh depending on the fuel type. The VSPP regulations allow for net metering arrangements and establish streamlined interconnection process to minimize VSPP connecting costs.
